2022 Special Issue: Hong Kong's Changing Rule of Law

On June 30, 2020, the eve of the 23rd anniversary of the handover of Hong Kong sovereignty, China enacted the Law of the People's Republic of China on Safeguarding National Security in the Hong Kong Special Administrative Region (NSL). This law has had an unprecedented impact on Hong Kong, sparking local controversy and receiving significant attention from United Nations human rights experts and democratic countries.

Given the extraordinary changes in Hong Kong's rule of law, the Academia Sinica Law Journal has invited seven experts who have long engaged in studies of Hong Kong and China to evaluate this phenomenon from different perspectives. This special issue is a collection of their articles. The topics covered in the issue range from the context and the impact of the NSL to the origin and the implementation of "One Country, Two Systems" in Hong Kong. Through this collection, we hope readers can understand the profound changes since the Hong Kong handover.

This Book has collected 18 papers in memory of Wu Geng, former Taiwan Constitutional Court Justice and the guru of Taiwan's public law. Justice Wu had served on Taiwan Constitutional Court for 18 years and had served as a member of Academic Advisory Committee, Institutum Iurisprudentiae (IIAS), Academia Sinica for more than a decade.
