The third Workshop in Taipei was held on March 13–14, 2025, at the Institute of Law, Academia Sinica, focusing on the theme: “General Legal Norms for Administrative Digitalization: Beyond the Administrative Procedure Act.” The participants included leading scholars from the fields of administrative law and information law from both Germany and Taiwan. This two-day workshop had two key characteristics:
Firstly, the discussion not only focused on the technical operations and policy advancements of e-government initiatives but also delved deeper into the legal norms that are lacking or underdeveloped within the current administrative legal framework—particularly those foundational to the rule of law and the protection of fundamental rights beyond the scope of the Administrative Procedure Act.
Secondly, in addition to presentations and commentaries by several distinguished German scholars, the workshop fostered in-depth dialogue with the Taiwanese academic community, addressing key issues such as data governance, digital identity, and artificial intelligence.
